Hey everyone, I am very new to the game. Was wondering what tool to use to create the space to insert the epoxy eyes on face of plug?

Forstner bit and a drill press. These are prone to walk in hand drills. Dangerous. Woodworker.com has them. They are available in regular steel, coated and carbide. Cost varies obviously.
