Title: horizontally vs vertically floating plugs?

What is the difference in their action?  This is for poppers , topwaters.

Make one of each and see. It's the easiest way to learn. Horizontal will have zero tail action. Like a dead stick in the water. The more vertical it gets the more tail action you will see.

Thanks Scott .  Wow I was thinking backwards, thinking more flat it lays more action.
Would this be for poppers also?

Anything tail weighted. Think about it. You add weight to the tail and it causes the back of the lure to drop. You add to the front it causes the front to drop.
