Salt, just read the posting on sealer, great post and an great amount of information. I have been building my plugs learning along the way for about 3 years, this type of information is incredibly valuable
It says it is good to also apply sanding sealer after sealing. Can you clarify for me if that should take place after the sealer dries?

Yes every stage needs to be properly dry. If you don't you'll most likely end up with a gooey mess that will never dry.
The sanding sealer will give you a nice paint flow and seal over any areas that didn't fill on your previous dip.
