Screw-in eyes

I am going to start working on a couple 1.25 oz topwater gliders.  I have two quick questions: first, the kit comes with three screw-in eyes, one is shorter that the others...is that one the belly screw or the front screw?  Second: do I use epoxy or something to glue in the eye screws, or can they just get screwed in without glue?

Long ones front and rear and small goes in belly. Either use CA glue or 30 minute epoxy stuffed in the hole with a piece of wire.

No I can't get it through the distributor. Not satisfied with this.
