It's all academic anyway; they can cut up the pie any way they want to, but if the pie's already been eaten, all they're gonna get is thin air. I don't know where they think all these fish are gonna come from, but if they're counting on what's in the Chesapeake, they can plan on a long wait. It's crashed here, big time, and the same goes for North Carolina. Outside of a remnant winter-over stock n the EEZ, there haven't been any fish here all winter. The season's been a complete failure, same as last year.
