Lure Building Steps

I'm a new comer to building these lures. I have been building the lure completely except for putting the hooks on prior to painting. Should I Paint and Clear coat the lures prior to building them or am I doing it correctly?? Any tips and new ways to do them is appreciated.

Put the hooks on last Striper.

Weight, seal, paint, clear, assemble hooks, slay fish.
